State finalizes new water plan

Saying all Californians must adapt to the "new normal"—droughts, floods, inadequate drinking water, damaged ecosystems and a host of other impacts to the state's water resources—state officials have unveiled the final California Water Action Plan. The five-year plan outlines actions intended to address the state's water problems.
