To start, 'tractor rule' applies only to San Joaquin Valley

Farmers outside the eight-county San Joaquin Valley will not need to comply with an upcoming agricultural equipment emission rule aimed at improving air quality—at least for now. The California Air Resources Board said last week the first phase of the long-awaited agricultural equipment rule, commonly called "the tractor rule," will initially apply only to the San Joaquin Valley. A vote to approve the rule, which has not been drafted, is expected in December.
