Appeals court ruling could unsettle water contracts

Long-term water supply contracts that some Central Valley farmers and ranchers rely on to produce food have been tossed into a swirl of uncertainty, after a full panel of the 9th Circuit U.S. Court of Appeals reversed an earlier decision by a three-judge panel of the court.
