Proposed changes to Clean Water Act cause concern

Proposed modifications to the 40-year-old federal Clean Water Act have farmers and ranchers throughout the nation on high alert. The U.S. Environmental Protection Agency has issued a proposed rule that includes redefining what "waters of the United States" means, as well as how the act's original term "navigable" could be interpreted in the future.
