Comments open on plan to end Mexican trade dispute

The federal government has begun accepting comments on a proposal to initiate a U.S.-Mexico cross-border long-haul trucking pilot program. If adopted, the proposal would end a long-running trade dispute that has hurt an array of California farm exports.
