Officials prepare for impact of lingering dry weather

The situation could change, but state water officials are bracing for a third year of below-average rainfall. With initial allocation of state water deliveries the lowest on record at 5 percent of normal and a dry forecast, impacts on agriculture and rural communities are predicted.
