Flood protection efforts shift to local, regional groups

The state's long-range plan to improve Central Valley flood protection has shifted to newly formed regional planning groups for local project development. The Central Valley Flood Protection Plan, approved last year, calls for better flood management through investments in projects costing an estimated $14 billion to $17 billion during the next 20 to 25 years.
