Thousands of property owners file protests of fire "fee"

Rural property owners are opening their mail to find bills from the state for fire protection, creating confusion, sparking anger—and leading thousands to file protest letters with their payments. The $150 fee per habitable structure was authorized by the Legislature last year and is now the focus of a class action lawsuit filed by the Howard Jarvis Taxpayers Association.
