Water managers discuss impact of supply variability

One year to the day after the Sierra snowpack measured at 108 percent of average, the California Department of Water Resources reported the snowpack at 27 percent of average as of Feb. 1. Those figures underline the wide swings in precipitation the state's water managers must adjust to, as they confront an ever-changing water supply picture.
